You can upload to the latest nightlies on a regular basis (
http://wordpress.org/nightly ). Nightlies are good enough, 'cause in
any case, the public, or anonymous CVS lags the dev CVS by anything
between 1-24 hours.

The codex (http://codex.wordpress.org ) is where the action is at. The
generally agreed-upon method for developing new docs is to create a
sub-page on your userpage (here's an example :
http://codex.wordpress.org/User:Carthik/Features_Preview ), and when
you are confident the work is done, you can have it moved over to the
Main codex namespace, after choosing a suitable name/title for the
page.
You can find all the pages that have been written in the wiki so far
at the AllPages page ( http://codex.wordpress.org/Special:Allpages ),
so you can have an idea as to what's already been done. No page is
sacred, and so you can even add to or expand upon existing pages.

discussions that may help you.
