Looks good to me.
I'll do the basic page that Matt has mentioned, though it will overlap 
with yours in part I guess.

The only thing I would add is a guide for the creators.
Their work will be tested to destruction by users, so if their footer 
misbehaves, or the design falls apart in IE / Opera or even - heaven 
forbid Firefox :), or they use transparent png files - then either they 
issue a fix, or they pull it.
I know it's nice to have people use your theme, but if they cannot do 
the coding for how it will behave or make all deficiencies clear before 
an install, then the forums are going to get very boring with the same 
repeated queries.

A nicely worded 'test it yourself please' would be useful.

Themes and iframes .... I can see that one coming too ...
