What's worked for me is that there a blog category for each plugin, and
questions about each version are in the comments of the post that
announces that version.

So basically, if a plugin has an active support thread, that should be
good enough to qualify as being usable to general public, along with the
forum/hacker announcements. Links should go to the post/page/category
for the plugin, that way potential users can read the comments before
installing.
