[wp-docs] Docs ? and a Readme

I've been looking at the forums, the old wiki, Codex and doing a fair
amount of random WP blog hopping over the last few weeks.
The aim was to try and find what needs writing about in more detail.
As it is, Codex does seem to have a lot of information in there for the
more casual user at least.
I think a 'Welcome to WP' page is still in order to help bring it all
together in a logical fashion for a newbie, but I've not done a whole
lot there.
So, I'm a bit lost as to what to do apart from more FAQ stuff.
The next big thing is going to be Templates and Themes (I've seen but
not studied ryan's post) and I guess that's where we need to concentrate
the work now ? But can we just yet ? maybe not ?
What else is needed ?

Also, is there or is there not going to be an 'upgrade.html' or simlar
when 1.3 ships ? The current readme says this:
"# Upload the new files, and be careful not to overwrite anything important"
I think the detail that is in the FAQ should be there. There is a
significant enough number of questions asked after an upgrade that could
be avoided if the user had deleted the old files first. This would be a
good place to point to the Codex pages that deal with backup and upgrading.
Does some testing need to be done to establish which previous versions
can go straight up to 1.3 ? Could a 1.0.1 user do that safely ? Or a .72
? If this needs testing, I can do this if needed. This info would be
good in any upgrade readme too.
I know all this can be reached by clicking the Codex link, but users
won't do that - they'll just tumble in and upgrade.
