[wp-docs] New Wiki

I'm not an expert on this, but I think the general rule (grammar?) on  
numbers is that anything 10 or less is spelled out, and anything  
greater is numerical.
ie:

"Five Minute Installation"
"Ten Minute Template Customization Guide"
"11 Minute Plugin Tutorial"

I could be wrong on this. Not sure what reasoning is behind not have  
any numbers at all, but this is all I know and just commentary.

as an aside, 'Five Minute Installation' could be 'Five Step  
Installation' (re: Craig's IMO). Five steps might not be accurate, but  
suggestion anyways.
