I agree with Podz in principle with the following exceptions:

a) In chosen places, we need to collect external links. AFAIK, Codex
isn't competing with any other WP site. And for plugins, they are
needed anyway.
b) To get Codex functioning as a doc site, an external link is better
than nothing until the content is moved precisely where needed.
