Well, let's use print media as an example. Titles, chapter names, and 
section headers of technical and reference manuals avoid the words "How 
to" and "About" like the plague, because they don't give the user any 
extra information. The basic underlying assumption of any reference 
guide is that it will tell you how to do something. Adding these words 
only creates headache and clutter as the user attempts to navigate the 
book. The web no different, except for the fact that web users have 
even less patience and forgiveness than they would reading something in 
print.
