Had a thought...tasks vs admin menu.
Essentially one drove the other but like Matt says, the admin menu could
alter so we need to stick with tasks. This works - up to a point.

If we take a WP task as one element that needs to be covered, and we
then break it down (and the page using nametags) into at least 3 elements:
- basic info
- more advanced info
- questions

So for posting, we could have
- basic: the quicktags, post slug, post password
- more advanced: track/ping, timestamp
- questions: Can I re-ping ? How do I post code ? My characters look
funnY! I can't see any posts !

So the one 'Post' page has all the info.
The questions on it can then be duped to the FAQ (because the answers
will also be on that page), and there is just one location of the task
of writing a post.
Of course, this does not cover editing a post, so maybe that needs a
page of it's own ?

The task falls apart here because of the Category - that isn't a task as
such, it's just /there/. So we would need a page just for the Category ?
Even though it isn't a task ?

This then forms the 'manual' - the no-frills bit that covers use.
Duplication should be minimal, with the only discussion being where we
put a task. This way, it doesn't matter how we signpost the information,
what matters is that the users does actually get there - the idea I
mentioned before of different indices may or may not work with this.

Will pages get to unmanageably long ? Some might I guess, depends again
on how we break things down.

All of what is being proposed not just here but in other posts also
impacts on the naming strategy for pages. As policy is for us not to
have sub-pages, do we need to agree on a naming convention, or a page
prefix for different sections ?
