I dig it, except the terminology. This is truly a "static" page in that
it's just the WP template wrapped around normal content. (A mirror
tutorial for wrapping an existing design around the WP loop may be
useful.) We don't want to confuse people from content that is truly
static or cached and content that is pulled dynamically but just doesn't
change much, so I would just change this question:

Yup, it certainly does. No harm in knowing another way though is there ?
To answer:
WordPress 1.3 has a dynamic "pages" feature that allows you to control
non-blog content through the administration panel.
Other thoughts:
Instead of bottom and top, using header and footer would be consistent
with the 1.3 release.
