[wp-docs] Managing the Wiki

A documentation resource should be managed, yes.
We may have to think of it this way :
What is neccesary ?
build whatever is extremely neccesary first. Have a well designed
index page first, and then start building from there. So that we can
someday say we have a reasonably complete set of documentation. Later,
when the basic stuff is in, we can add more, or edit as we want to.
There should be a group of people, who have already contributed to the
wiki, who can call the shots, taking decisions in a democratic and
reasonable way if possible. At least a few of these people should
concentrate on the docs, and not much else, since then, for them, docs
will be top priority work. Without assigning docs a high enough
priority, not much witll get done with regards to docs.
