[wp-docs] Reorganized templatetags at wiki.wp.org

Thanks Ryan,

I was thinking of the is_what functions already, as well some of the
newer stuff like the user definable template files (archives, cats
etc), but would those be template tags? A write about the new stuff is
in order, though. If you could let me know where all to look and what
needs to be documented, I can get to it. Now that I think of it, I
actually could just go through the cvs commits and find out, but a
summary of things off the top of your mind would be great.

Later, I shall go through the files in wp-includes with a sieve and
try and document the functions that could be template tags.
