[wp-docs] CSS and Help

A dedicated section on templates would be nice.  However, rather than 
just a collection, some type of documentation explaining the templates 
and possibly a short into to CSS would be nice.  Add a couple of links 
to more CSS info, such as W3C and Zen Garden would be nice.  Also, let 
people upload their own templates (would need somone(s) to double 
check).  And a zip file of about 5 skins with an installer...  Oops, 
just turned the corner inyo fantasy!  =D
