[wp-docs] Docs Team Guidelines

Thanks Cena, for the wonderful mail outlining procedures and such.

I would (still) like to hear some feedback about the document that I 
submitted a while ago, which is also available at 
http://carthik.net/wpdocs/optionsdoc12V2.html

I realize that Cena is busy, I was too, till a couple of days ago, but I 
would still consider it an honor to receive some acknowledgement of the 
work, and as to whether something needs to be changed.
If not, does that mean that it is the final version, and if it is, I 
suggest that there be links to various sections of this document from 
the options menu in 1.2. I am willing to do the linking and develop this 
further, but only if it's neccesary.

I think that to get things done in time, we need a proper direction, as 
also proper prioritization of tasks, and we also need to follow up on 
each other's work. I guess there a lot of volunteers here who just need 
some direction, and deciding what all needs to be done can provide just 
that.
