[wp-docs] Blog and WP URI different

I've just checked in the code to allow, for example, you to have all the 
WordPress files in one directory and your blog in another. I've outlined 
the step to do this here:

Obviously this touched a lot of files. However, this has been a very 
common request for as long as I remember cafelog being around and really 
needed to be addressed at the application level. A disconnect between 
where the blog lives and where WordPress lives is also one of the first 
steps toward multi-blog support.

Testing, as always, would be appreciated, as well as comments as to how to 
make this process easier and/or clearer in the documentation.
