[wp-docs] intro +

Hi Istvan & list.

I just joined yesterday, and it looks like I'm coordinating the basic 
structure of the 'to be shipped' docs. Which will eventually become the 
WP User Manual. I'm sure this will need translation at some point, to 
what languages, I'll leave for someone else to decide.

An update on that front, I've posted the outline on my site at:

I'm starting a thread on my blog for additions and corrections, so just 
go to that page and follow the link to the thread.
