[wp-docs] The outline

Sorry, but I'm being lazy, and just mailing the outline to the list. Let 
me know what you think. Once we're happy with it, we can begin filling 
it in.

If you can open it (it's in open office format) then contact me off 
list, and I'll convert it to something that you can open.
