[wp-docs] Doc Submission Proposal

Looks okay to me.  Like Matt already suggested as well, is let's keep it
lighthearted.  That should be the "voice."  I must say that I really enjoyed
the install process of WP--seeing all of the comments that popped up really
personalised the whole thing and I was less stressed about setting it up as
a result.
 
Perhaps some of the documentation, or perhaps all of it, could live in a
database.  Certainly for things like URLs it would be nice to simply draw
out links from a table to produce the documentation.  In this way, it would
be easier to manage the document, as all you would actually be doing is
updating the appropriate tables.
